By default, AVS/Express will look for the license.dat file in the installation folder, which in your case is C:\Program Files\Advanced Visual Systems\AVS Express. However you can place the file in another location and set the environment variable XP_LICENSE_FILE to the full path to the file.

The AVS/Express installer should have automatically updated the PATH environment variable in order to locate its libraries. You should go to Control Panel - System - Advanced system settings - Environment Variables and check the PATH environment variable. It will also set XP_ROOT to the installation folder.
